NOTICE IS HEREBY GIVEN: Sealed bids will be received by Delaine Hiney, Executive Director of Facilities Management for Iowa Lakes Community College, at the Emmetsburg Campus of Iowa Lakes Community College located at 3200 College Drive, Emmetsburg, IA 50536, before 2:00 P.M. local Iowa time, according to the designated clock in Room 559 at the ILCC Emmetsburg Campus, Tuesday, July 14, 2020 for the ILCC Cosmetology Renovation (“Project”). Bids will be publicly opened and read aloud after 2:00 P.M. in Room 559. It is college policy that masks are required to be worn by everyone. All in accordance with the plans and specifications on file and available at the architect’s office located at Denison Drywall, 2040 Hwy 18 W, Spencer, IA 51301 available starting June 16, 2020. 

A Public Hearing pertaining to this project will be held 4:30 P.M. on July 21, 2020, located at 2421 7th Ave. South, Estherville, IA  51334. Consideration of the bids received and the award of contracts or other action may be made by the Iowa Lakes Community College Board upon the proposals received in accordance with the law and the plans and specifications at its meeting to be at 4:30 P.M. on July 21, 2020, located at 2421 7th Ave. South., Estherville, IA  51334  

Project consists of remodeling an interior space, approx. 4,933 sq ft, into a cosmetology school. Work consists of the following: demolition of existing finishes and materials, installation of non-structural metal framing, gypsum board, acoustical ceilings, plumbing, HVAC, and electrical.  

Work on the Project shall commence as soon as possible, after award of the Contract and in conjunction with and is currently scheduled for a single substantial completion date. The last substantial completion date shall be on or before November 10, 2020.  

Bids must be a lump sum basis for multiple contracts as described in the following and bid to the Owner:
Division:

  1. General Contracting:  to include the following: demolition, non-structural metal framing, gypsum board, acoustical ceilings, concrete floor removal and patching for plumbing, HVAC and electrical, as required, and all other general contracting items as required.
  2. HVAC: to include the following: demolition of existing HVAC equipment, installation of new ductwork, registers & grilles, balancing of system, RTU to be purchased by Owner, installation by contractor, and all other HVAC related items as required to make a complete system.
  3. HVAC Controls: to be supplied by the Owner and coordinated with all other trades as required to make a complete system.
  4. Plumbing: to include the following: demolition of existing plumbing fixtures and equipment, installation of new plumbing fixtures and equipment, and all other plumbing related items as required to make a complete system.
  5. Electrical: to include the following: demolition of existing electrical items and fixtures, installation of new fixtures, electrical component connections for the RTU, data, and all other related electrical items as required to make a complete system. Lighting fixtures will be supplied by the Owner.
  6. Security: to be supplied by the Owner and coordinated with all other trades as required to make a complete system.
  7. Finishes: to include the following: supply and install new plastic laminate cabinets and countertops, mirrors, flooring, painting, and all other related finishes items required to make a complete project. 
  8. Equipment: to include the following: install the required equipment at the hair cutting stations, the washing stations, manicure and pedicure stations, esthetics stations, and any other equipment required for a complete project.  Office furniture is by Owner.

Shop drawings and submittals are required to make final decisions with the owner on all finishes, fixtures, etc.

A pre-bid meeting will be held at the Iowa Lakes Community College, 3200 College Drive, Emmetsburg, IA on July 7, 2020 at 2 pm. Use Entrance #1 to enter the building. It is college policy that masks are required to be worn by everyone.

Bids must be submitted on the approved bid form available in the Bidding Documents. No oral, facsimile, electronic or telephonic bids or modifications will be considered, unless allowed by the Governor of Iowa due to COVID-19. 

Bidders will be required to provide a security deposit, in the form of an approved Bid Bond, cashiers or certified check, or certified share draft in the amount of five (5%) of the amount of the bid, in a separate attached envelope as outlined in the Instructions to Bidders. Bid security shall be made payable to the Iowa Lakes Community College. 

The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond both in an amount equal to 100% of the Contract Price and in accordance with other requirements outlined in the Bid Documents. 

Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder’s security may be retained as liquidated damages. No bidder may withdraw its bid for a period of thirty (30) calendar days after the date and hour set for opening of bids. 

The Iowa Lakes Community College Board may make the contract award to the lowest responsive, responsible bidder meeting specifications.  The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of the Iowa Lakes Community College Board. 

Minority and Targeted Small Business participation is encouraged. Bidders shall make good faith documented effort to encourage the participation of Certified Iowa Targeted Small Business in accordance with the Code of Iowa. 

By virtue of statutory authority, a preference will be given to products and provisions grown and/or produced within the State of Iowa. 

All bids will be governed by applicable provisions in the Iowa Code and Iowa Lakes Community College Board Policies.

NOTICE OF PUBLIC HEARING

The Board of Trustees of Iowa Lakes Community College will conduct a public hearing at the Iowa Lakes Community College Emmetsburg Campus, 3200 College Drive, Emmetsburg, Iowa 50536 at 4:30 PM on the 19th day of May, 2020 at which place and time any person interested may appear and file objections to the proposed plans, specification or contract for, or cost of the Farm Lab Project.

The Project which is located at 4145 360th St (Highway 18), Emmetsburg, IA 50536 Emmetsburg, Iowa involves the construction activities as required by the contract documents which shall include:

Grading of site, construction of a Farm Lab building including mechanical and electrical work.

Bidding Documents may be examined at the Executive Director of Physical Plant Office and may be inspected by all interested parties. All interested parties are invited to attend and speak at the public hearing. Following the public hearing the Board may take action to approve the proposed plans, specifications, form of contract and estimated cost of the Project.

The Board of Trustees of Iowa Lakes Community College, will receive sealed bids for construction of a new Farm Lab building consisting of a one story building of wood construction totaling approximately 7,600 square feet and associated site work.

Lump-sum bids will be received for:

General Construction including Mechanical and Electrical Construction.

Construction may begin immediately following Owner receipt and approval of required Bonds and Insurance. Project to be Substantially Complete in Contractor provided number of calendar days.

The Board of Trustees will receive Bids before 2:00 PM on the 14th day of May 2020 at the Iowa Lakes Community College Emmetsburg Campus, 3200 College Drive, Emmetsburg, IA 50536 in room 559. Any Bidder, upon returning the documents in good condition within 10 days of the public opening of bids, shall be returned the deposit in full.

Bidders will be required to provide security deposit in the form of a Bid Bond excecuted by a corporation authorized to contract as surety in the State of Iowa, cashiers or certified check drawn on a solvent Iowa bank or a bank chartered under the laws of the United States, or certified share draft drawn on a credit unit in Iowa or chartered under the laws of the United States of a sum not less than 5 percent of the Base Price/Sum.

The bid security should be made payable to Iowa Lakes Community College. The bid security must not contain any conditions either in the body or as an endorsement thereon. The bid security shall be forfeited to the College as damages in the event the successful bidder fails or refuses to enter into a contract within 10 days after the award of contract and post bond satisfactory to the College insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. 

The successful Bidder will be required to furnish a Certificate of Insurance and Performance and Labor and Material Payment Bonds both in an amount equal to 100% of the Contract Price and in accordance with other requirements outlined in the Bid Documents.

Bids will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.

This Project is tax exempt. Do Not include Iowa State Sales Tax in any calculation of Bid totals. Contractors and Suppliers will be provided an Iowa sales tax exemption certificate for this Project.

Bidders shall give preference to products and provisions produced or grown within the State of Iowa.

In accordance with Iowa statutes, a resident bidder shall be allowed a preference against nonresident from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply with same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state of foreign country in which the nonresident bidder is a resident.

All bidders shall provide a statement regarding the bidder=s resident status. This statement shall be on the Bidder Status Form designated by the Iowa Department of Labor commissioner and available online. The statement must be signed by an authorized representative of the bidder. Failure by any bidder to provide a completed statement with its bid may result in the Board of Education rejecting the bid as nonresponsive.

A public hearing will be held at the Iowa Lakes Community College Emmetsburg Campus, 800 21st Street, Spirit Lake, Iowa 51360 at 4:30 PM on the 19th day of May, 2020.

Further consideration of the Bids received and award of contract or other action may be made by the Board of Trustees of Iowa Lakes Community College upon proposals received in accordance with law and plans and specifications at its meeting to be held at the Iowa Lakes Community College Emmetsburg Campus, 800 21st Street, Spirit Lake, Iowa 51360 at 4:30 PM on the 19th day of May, 2020.

The Board of Trustees reserves the right to accept or reject any or all Bids, or any part thereof, and to waive informalities or irregularities allowed by law and to enter into such Contract or Contracts as may be deemed in the best interests of Iowa Lakes Community College.

Plans and specifications governing the construction of the proposed improvements, and also the prior proceedings of the Board of Education referring to and defining said proposed improvements are hereby made a part of this notice and the proposed contract by reference.

All bids will be governed by applicable provisions in the Iowa Code and Iowa Lakes Community College policies, including its Non-Discrimination Equal Employment Opportunity and Affirmative Action Policy.

Iowa Lakes Community College is looking for proposals to lease the following equipment. Terms:  One year lease(s), beginning July 1, 2018. Renewable for five years on all tractors. NOTICE OF PUBLIC HEARING OF PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATE OF COST FOR CONSTRUCTION OF THE ALGONA CAMPUS ADDITION, IOWA LAKES COMMUNITY COLLEGE, ALGONA, IOWA, AND THE TAKING OF BIDS FOR SAID CONSTRUCTION.

Notice is hereby given that at 4:30 o’clock PM, on Tuesday May 16, 2017 the Iowa Lakes Community College Board of Trustees will conduct a public hearing in the Meeting Room, ILCC Spirit Lake Campus, 800 21st Street, Spirit Lake, Iowa 51360, Iowa, to consider the adoption of plans, specifications, form of contract, and estimate of cost of construction of said improvements, and at said hearing, any interested person may appear and file objections to the improvement.

REQUEST FOR BIDS:  Sealed bids for the Algona Campus Addition, Iowa Lakes Community College, Algona, Iowa, will be received by the Delaine Hiney, Executive Director of Facilities Management, in the Algona Campus Meeting Room, 2111 HWY 169 North, Algona, Iowa, until 10:30 AM., Local Time, Thursday, May 11, 2017. Contract documents may be obtained from the Architect. Documents will be provided upon deposit of $250, to be refunded upon return of documents in good condition not more than ten (10) days after bids have been opened.

Individual drawing sheets may be obtained for $3.00 each and specification pages for .15 cents each, nonrefundable.

Proposals will be received for the complete construction under a single contract.

Each bid must be accompanied in a separate envelope by one of the following:  a Certified Check, Cashier's Check or Credit Union Certified Share Draft or a Bid Bond, to be executed by a corporation authorized to contract as a surety in the State of Iowa, in an amount equal to five percent (5%) of the amount of the bid, made payable to Owner as guarantee that the Bidder will enter into a contract and file bonds satisfactory to the Owner, assuring the faithful fulfillment of the Contract,  the provisions of this Notice, and the Contract Documents as required by law, within ten (10) days after acceptance of his bid.

Bid security of the three lowest Bidders will be retained until Contract has been awarded and executed, but no longer than thirty (30) days after opening of bids.

The Owner reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days from the date for the bid opening.  Bids shall be valid for a period of thirty-one (31) days.

The successful bidder will be required to furnish a Performance Bond and Labor and Payment Bond in an amount equal to one hundred percent (100%) of the Contract Sum which shall guarantee the faithful performance of the Contract and terms and conditions therein contained and the maintenance of improvements pursuant to the provisions of the Contract Documents.

Each bid shall be made on Bid Form furnished by CMBA Architects included in the Project Manual.

Monthly estimates will be paid to the Contractor as the work progresses in amounts equal to ninety-five percent (95%) of the Contract value of the work completed during the preceding calendar month, including the actual cost (exclusive of overhead or profit to the Contractor) of the materials and equipment of a permanent nature to be incorporated in the work and delivered to and stored at the job site.  Such monthly payments shall in no way be construed as an act of acceptance for any part of the work partially or totally completed.  Final payment constituting the entire unpaid balance of the Contract Sum will be paid by the Owner to the Contractor after thirty (30) days following the completion of the work, the issuance by the Architect of a final certificate for payment and upon receipt of satisfactory evidence that all claims pertaining to the Contract have been paid in full as provided in the Contract Documents, and in accordance with the provisions of Chapter 573 of the Code of Iowa.

Payment to the Contractor will be made by the Iowa Lakes Board of Trustees from cash on hand and/or cash from such funds of said Board as may be legally used for said purposes, or a combination thereof.

Iowa Lakes Community College is accepting bids to replace existing rooftop multizone HVAC units for the Main Campus Building at the Emmetsburg campus.  Sealed bids will be received until 9:30 AM, Thursday, June 16, 2016, at the Iowa Lakes Community College, Room 560, Executive Dining Room, 3200 College Drive, Emmetsburg, Iowa, at which hour, or as soon as possible thereafter, the received bids will be publicly opened and considered for furnishing labor, materials and equipment necessary for the timely completion of said project.
