applications must be signed by both the student and parent.
To qualify
for Upward Bound one of two
qualifications or both must be met:

Neither parent of the student has graduated from a
4-year college or university and/or
- The
family meets our federal income guidelines, based off of
the family’s TAXABLE income level.
