Julie Carlson, Dean of Enrollment
Management at Iowa Lakes Community College has been with the college
since 1984. During her years there, she has served as Director of
the Iowa Youth Corps program, instructor, advisors, and assistant
director of the Upward Bound Program, TRIO Director, Associate Dean
of Student Services and currently, Dean of Enrollment Management.
Julie earned her bachelor’s degree in teaching from Mankato State
University and Master’s in Higher Education from the University of
Iowa. She has been published in the areas of student retention and
employee performance evaluations. She served for 5 ½ years on the
Iowa Department of Economic Development Board, promoting the
creation of high paying jobs for Iowans. She is the Local Evaluator
for the Even Start program at Demoney Elementary in Estherville.
Julie has been involved in grant writing and grants start–up and
implementation throughout her career at Iowa Lakes Community
College. Team building and leadership development are two areas she
has a great passion for. |

Program Evaluator An external program evaluation can ensure program compliance and
accountability. Learn how an external program evaluator helps
evaluate your program/services and offer suggestions and
technical assistance for program improvements.
TRIO
Programs
Three federally-funded TRIO programs, Upward Bound, Educational
Talent Search and Student Support Services, create access to
higher education for first generation college students and
income eligible middle school, high school and college
students. Learn more on the services each program provides and
the impact each have on program participants. Hear how these
programs have literally broken the cycle of poverty.
