THE GRANT DEVELOPMENT PROCESS

The Planning and Development
Office is here to help you be successful in the grant process.
Our goal is to provide technical assistance and support for
proposal development and submission as well as throughout the
project award period.

All new
grant proposals must complete a proposal
planning form and receive endorsement by the Chief Academic
Officer, appropriate dean(s) or other President’s Cabinet
member prior to beginning development of a grant-funded
proposal for submission to an external funding agency. It
is recommended that the development time for Federal grants
is a minimum of three months before the submission date.

Continuation grants need not
complete the proposal planning form; however, the Planning
and Development Office needs to be apprised of application
deadlines and their expected role in the development process
defined early in the application process.

If Planning and Development Office
assistance is requested for proposal development, a project
design team will be established. Size of the
team will vary depending on the scope of the project. At
minimum, the team will include the faculty/staff originating
the project idea, a member of the Planning and Development
Office, Chief Academic Officer, and the appropriate dean(s)
or other President’s Cabinet member.

Requests for letters of support
from internal and external constituents (including the
college president) will be cooperatively planned within the
design team structure.

Final budgets must be submitted at
least (10) ten working days in advance of the proposal
submission date to the Planning and Development
Office for review and approval by the Chief Financial
Officer, Chief Academic Officer, and appropriate dean(s) or
President’s Cabinet member.

Iowa Lakes’ President authorizes all
commitments of college resources and approves the college’s
participation in all grant programs by his signature and
approval on forms. The Planning & Development Office will
assist in coordinating this step.

The Planning and Development Office is
responsible for reproducing and mailing the appropriate
number of proposal copies to the funding agency, making and
distributing copies of the finalized proposal to appropriate
members of the project design team, and ensuring a copy is
on file in the Planning and Development Office.

The Planning and Development Office
will be responsible for the mailing of all grants proposals.
Unless otherwise required by the funding agency, the
standard proposal submission policy of the Planning and
Development Office is to send proposals via either UPS or
Federal Express. This is a cost-free service for all
proposal submissions coordinated by the Planning and
Development Office.

Many agencies currently require electronic
submission of proposals. The Planning and Development
Office can assist in the formatting process.

Implementation of funded projects will be
a joint effort of the project staff, Planning and
Development Office, Chief Financial Officer, Chief Academic
Officer, appropriate dean(s) or other President’s Cabinet
member.
